Most of the area enclosed was subject to forest law, as that had evolved over the course of several centuries since the Norman Conquest, and administered by a sizable legal bureaucracy.

Tories claimed that the benefits went to the City moneyed men who funded large loans, and the costs were loaded on to taxpayers generally, including landowners who had to pay during wartime at the rate of four shillings in the pound, that is 20 per cent, on rental values. More and more the poet’s natural affinities drew him to those hardest hit by such measures, especially the papist community. Each draconian addition to the statutes had a direct and personal impact on the Popes. Partly, at least, because of these laws, the poet’s family left London shortly after the Revolution of 1688: even their ultimate refuge involved a legal fiction, since they were not permitted to buy their house in the country.
